Mayor Toy is the true main antagonist of the video game "The Toys" He's the real mastermind of Project R.E.D.O., and the one who owns the Power Toys Gang.

Mayor Toy is first seen as a kind, old man who likes animals. But as time goes on, he's revealed as an insane mastermind.
